Under direction of the Organizational Development Unit Supervisor II, the Organizational Development and Effectiveness Analyst independently performs complex analytical work in support of the Department’s organizational development and effectiveness initiatives. The incumbent serves as a consultant to management on workforce planning, organizational development, succession management, and workforce effectiveness strategies. The incumbent partners with internal stakeholders to analyze organizational needs, develop solutions, and implement initiatives that strengthen workforce capability and support the Department’s strategic goals.

This position supports department-wide organizational development and effectiveness initiatives by partnering with stakeholders across the organization to strengthen workforce planning, succession management, employee engagement, and manager development through strategic projects, continuous process improvement, and data-informed decision making.

Working Conditions

The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.

This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

  • Experience collecting, analyzing, interpreting, and presenting complex workforce data from both departmental and statewide systems;
  • Proficiency in developing comprehensive reports, dynamic dashboards, and clear visualizations to deliver actionable recommendations;
  • Experience in presenting findings and data-driven insights to support executive decision-making and continuous organizational improvement;
  • Strong background in conducting organizational research, program evaluations, and workforce effectiveness initiatives;
  • Demonstrated ability to maintain effective working relationships with colleagues, program staff and management, staff of other state and federal agencies while working independently and as part of a team;
  • Willingness and ability to maintain a work environment free from discrimination or sexual harassment.
